| 1.1 | In these Guidelines, unless inconsistent with or otherwise indicated by the context— |
| 1.1.1 | "Department" |
means the Department of Military Veterans
| 1.1.2 | "Minister" |
means the Minister of Defence and Military Veterans
| 1.1.3 | "Substantial Membership to be determined by the Minister" |
means a threshold of 1 000 members who have formally and expressly denounced their membership of the original organisation and belong to the organisation applying for recognition.

means the Military Veterans Act, 2011 (Act No. 18 of 2011).
