If agreed upon between the Government of the Republic and the government of any other state or territory of which the territorial waters are contiguous to the territorial waters of the Republic, the Authority may for and in respect of that state or territory perform any function which he would be capable of performing in the Republic in terms of this Act, as if that state or territory formed part of the Republic.
