| (a) |
general conditions for the provision of tenure grants in terms of section 4; |
| (b) |
the form and manner of service of notices in terms of this Act; |
| (c) |
any other matter required or permitted to be prescribed in terms of this Act; |
| (d) |
criteria for the recognition of persons, bodies or institutions in terms of sections 2(3) and 4(4); and |
| (e) |
generally, all matters which are reasonably necessary or expedient to be prescribed in order to achieve the objects of this Act. |

The Minister may make different regulations for different areas in accordance with the circumstances in those areas. |
| (3) |
The Minister may by notice in the Gazette— |
| (a) |
issue guidelines in respect of the procedures to be followed in terms of this Act and to provide assistance to parties who may become involved in a dispute related to matters that fall within this Act; and |
| (b) |
amend or withdraw any guideline contemplated in paragraph (a). |
