14. Constitution of committee

 

1) The committee shall consist of-
a) the Director-General, who shall act as chairman;
b) the Deputy Director-General of the Department referred to in subsection (3);
c)
i) the Director-General: Water Affairs and Forestry;
ii) the Director-General: Mineral and Energy Affairs;
iii) the Director-General: Transport;
iv) the Director-General: Agriculture;
v) the Director-General: Health;
vi) the Director-General: Foreign Affairs;
vii) the Director-General: Land Affairs;
viii) the Director-General: Education;
ix) the Director-General: Housing;
x) the Director-General: Trade and Industry;
xi) the Director-General: Provincial Administration: KwaZulu-Natal;
xii) the Director-General: Provincial Administration: Northern Cape;
xiii) the Director-General: Provincial Administration: Northern Transvaal;
xiv) the Director-General: Provincial Administration: North-West;
xv) the Director-General: Provincial Administration: Eastern Cape;
xvi) the Director-General: Provincial Administration: Eastern Transvaal;
xvii) the Director-General: Provincial Administration: Orange Free State;
xviii) the Director-General: Provincial Administration: Pretoria-Witwatersrand Vereeniging;
xix) the Director-General: Provincial Administration: Western Cape; and
xx) the Chief of the National Defence Force;
d) any other Director-General of a Department who is not a member of the committee in terms of paragraph (c) and who has, by notice in the Gazette, been appointed as a member of the committee by the Minister with the concurrence of the Minister under whose portfolio that Department falls.

 

2) Every member of the committee referred to in subsection (1)(c) shall appoint an alternate member from his department, and any alternate member so appointed shall act in place of the member in respect of whom he has been appointed as alternate member, during such member's absence or inability to act as a member of the committee: Provided that an alternate member shall not hold a rank lower than that of Chief Director.

 

3) When the chairman is absent the Deputy-Director-General of the Department who is designated by the Director-General as deputy chairman, shall act as chairman, and when both the chairman and the deputy chairman are absent, the members present shall from their number elect a person to preside at that meeting.

 

4) The committee may co-opt persons who are involved in environmental affairs at national level and who in the opinion of the committee can make a contribution to the activities of the committee.
