The purpose of the directions is to provide for—
| (a) |
the provision of improved access to hygiene and sterilisation control on ships, sea ports and at licensed port operations; |
| (b) |
the commercial sea ports, foreign crew changes, passenger vessels on international voyages calling at any of the sea ports; |

| (d) |
the repatriation of South African seafarers; |

transportation of cargo; and |
