An Act of Parliament enacted in accordance with the procedure established by section 76 must :
| (a) |
provide for the recognition of national and provincial organisations representing municipalities; and |
| (b) |
determine procedures by which local government may : |
| (i) |
consult with the national or a provincial government; |
| (ii) |
designate representatives to participate in the National Council of Provinces; and |
| (iii) |
nominate persons to participate in the process prescribed in the National legislation envisaged in section 22 (1)(c). |
