in relation to land-
| a) | means any person who has a personal or real right in respect of land in his or her capacity as fiduciary, fideicommissary, servitude holder, possessor, lessee or occupier, irrespective of whether or not he or she resides thereon; |
| b) | in the case of land under the control of a local government body as defined in section 1(1) or (2) of the Local Government Transition Act, 1993 (Act No. 209 of 1993), means that local government body; |
| c) | means any other person who is generally recognised as having a right of tenure on the land concerned; |
