the procedure for the submission of names to the Minister for appointment as members of the Council; |
| (aA) |
the publication and contents of the notice referred to in section 9(3); |

| (aB) |
the manner in which the Council must submit to the Minister its needs in relation to expertise in the Council; |

| (b) |
the filling of casual vacancies on the Council and the appointment of persons to act on behalf of absent members; |
| (c) |
the procedure at meetings of the Council; |
| (d) |
the preservation of secrecy in respect of the affairs of the ARC; |
| (e) |
the matters in respect of which fees shall be payable to the ARC, the amount of such fees and the persons who shall be liable for the payment thereof and the circumstances in which any fees so paid shall be refunded; |
| (f) |
the procedure in respect of grievances and requests by employees, |
and, generally, as to any matter in respect of which the Minister, after consultation with the Council, deems it necessary or expedient to make regulations in order to achieve the objects of this Act.
| (2) |
Any regulation made under subsection (1) may provide that any person who contravenes or fails to comply with a provision thereof shall be guilty of an offence and liable on conviction to a fine not exceeding R2 000 or imprisonment for a period not exceeding six months. |
