| (1) | The Minister may, by notice in the Gazette, make regulations— |
| (a) | on any matter which may be prescribed under this Act; |
| (b) | on the recommendation of the Council, relating to the functions of the Council, including— |
| (i) | forms; |
| (ii) | time periods; |
| (iii) | information required; |
| (iv) | filing fees; |
| (v) | access to confidential information; and |
| (vi) | manner and form of participation in Council procedures; and |
| (c) | regarding any matter that may be considered necessary or expedient to prescribe in order to achieve the objects of this Act. |
| (2) | Before making any regulations in terms of subsection (1), the Minister must publish the proposed regulations in the Gazette for public comment, for a period of at least 30 business days. |
