means any act or omission, including a policy, law, rule, practice, condition or situation which directly or indirectly-
| a) | imposes burdens, obligations or disadvantage on; or |
| b) | withholds benefits, opportunities or advantages from, |
any person on one or more of the prohibited grounds.
