4. Commissioning of costing surveys
In an instance where a consultant is commissioned to undertake a costing survey, such consultant must be independent of the person commissioning the work. The consultant must be free from any interest and any business or other relationship which could, or could reasonably be perceived to, materially interfere with the consultant’s ability to objectively evaluate the costs.
