The Board must hold at least six meetings per year. |
| a) |
may convene a special meeting of the Board; and |
| b) |
must convene such a meeting within 14 days of receipt of a written request signed by at least one third of the members of the Board. |

The Minister may request a meeting with the Board at any time should a need arise. |
| 4) |
The Chairperson presides at all meetings at which he or she is present. |
| 5) |
Where the Chairperson is not present at a meeting the Deputy Chairperson presides or, if the Deputy Chairperson is not present, the members present must appoint from amongst themselves a member to preside at the meeting. |

At a meeting, two thirds of the members constitute a quorum. |
| 7) |
A decision of the majority of the members present at any meeting constitutes a decision of the Board and in the event of an equality of votes, the Chairperson must have a casting vote in addition to his or her deliberative vote. |
| 8) |
A decision taken by the Board or an act performed under that decision is not invalid merely by reason of- |
| a) |
any irregularity in the appointment of a member; |
| b) |
a vacancy on the Board; or |
| c) |
the fact that any person, not entitled to sit as a member, sat at a meeting at the time when the decision was taken: |
Provided that such decision was taken by a majority of the Board members present at the time and entitled to sit, and those members at the time constituted a quorum.
