The following persons may participate in a hearing in person or through a representative and may put questions to witnesses and inspect any book, document or item presented at the hearing:
| (a) | Any person appointed by the Regulator; |
| (b) | the complainant; |
| (c) | the Authority; |
| (d) | any other person who has a material interest in the hearing, unless the presiding member of the Regulator rules that another participant adequately represents that interest. |
