unfair business practice
means any business practice which, directly or indirectly, has or is likely to have the effect of--
| a) | harming the relations between businesses and consumers; |
| b) | unreasonably prejudicing any consumer; |
| c) | deceiving any consumer; or |
| d) | unfairly affecting any consumer. |
