| (1) |
The Minister shall, before appointing the members contemplated in section 12B, by notice in the Gazette and through media, call for nominations from members of the public. |
| (2) |
A member of the Appeal Committee shall be— |
| (a) |
suitably qualified and experienced in the field of law, finance, economics or the civil aviation industry; |
| (b) |
collectively broadly representative of the South African society as a whole; |
| (c) |
committed and available to fulfil the role as member of the Appeal Committee; and |
| (d) |
impartial and perform his or her functions without fear, favour or prejudice. |
| (3) |
Aperson may not be appointed as, or remain, a member of the Appeal Committee if that person— |
| (a) |
is not a South African citizen and ordinarily resident in the Republic; |
| (b) |
is an unrehabilitated insolvent; or |
| (c) |
has at any time been convicted of an offence involving dishonesty, whether in the Republic or elsewhere, and has been sentenced to a term of imprisonment without the option of a fine for any other offence. |
